Information and Communication Technology Outsourcing
The Dominica Government has identified the Information and Communication Technology Sector (ICT) as an area to be pursued for further economic diversification. The ICT sector in Dominica is currently well served in the key requirements for success such as: high quality reliable telecommunication services, available workforce with appropriate entry level training for a wide range of ICT services; reliable electricity service, near shore location, competent and efficient legal and accounting services and a congenial supportive general infrastructure.
The ICT sector in Dominica continues to present tremendous benefit to investors. Investment opportunities range in the areas of call centers, data entry, software engineering, medical transcription and web hosting among others.
Dominica’s close proximity to the north America and European market, skilled and trainable workforce, reliable, modern and cost effective telecommunication services are a few of the many reasons why investors continue to make the island, a preferred destination for investment in this area.
The wide pool of available and qualified workforce ensures that investors will not have to worry about the unavailability of workers. We continuously seek to ensure that the enabling environment is conducive to investors and to this end have developed and further improve a legal and regulatory environment, with modern legislation and regulation to address
E-Commerce in its varied forms, E-Finance & E-Banking, Cyber Security and E-fraud prevention to enhance an ICT investment environment. Six pieces of harmonized legislation related to E-Business/E-Commerce are being prepared to support effective business and financial services regulation that encompasses the ICT sector, as well as, the traditional sectors. The following bills will be parliament ready in the next few months:
- Private and Personal Information Protection Bill 2006
- Freedom of Information Bill 2006
- Interception of Communication Bill (2006)
- Electronic Transaction Bill (2006)
- Electronic Evidence Bill (2006)
- Computer and Computer Related Crime Bill (2006)
These bills will create the legal framework for guiding the sector and creating confidence in Dominica as an ICT oriented jurisdiction.
Companies involved in ICT can register as an International Business Company and enjoy twenty years tax holiday or register as a local company and benefit from incentives under the Fiscal Incentives Act.
